The All India Parents Association (AIPA) is a nationwide, non-political, non-profit organization committed to safeguarding the rights of parents and children in India's ever-evolving education system. Established by a collective of visionary and concerned parents. AIPA was bom out of a shared frustration with the growing commercialization of education, lack of transparency in school administration, and the absence of parental involvement in key decisions affecting their children's future.

AIPA functions through a strong grassroots structure, with active committees in every district and state-level leadership chapters. From remote villages to urban metros, our volunteers and members tirelessly monitor report, and challenge any form of exploitation, discrimination, or malpractice in schools-whether it be unjustified tees, corporal punishment, forced tuitions, or denial of admissions.

We provide legal guidance, file complaints, organize parent awareness campaigns, and when necessary, we challenge authorities through public interest litigations, media engagement, and peaceful protests. At AIPA, no parent stands alone. Whether rich or poor, educated or not every parent is welcome, every concern is important, and every child's future is worth fighting for.

More than just an association, AIPA is a movement of parents rising together to reclaim the soul of education in India. Because we believe when parents unite, change becomes unstoppable.

We work to expose and stop school fee exploitation, ensure transparency in school audits and admission processes, and empower parents with knowledge, tools, and legal support to assert their rights.

About Members

Every member of AIPA is a voice for change a parent committed to protecting children's education rights and standing against school exploitation.

STUDENTS AND PARENTS EDUCATIONAL RIGHTS

✅. Right to Free & Compulsory Education (RTE Act, 2009)
• Applicable for: Children aged 6–14
• Act Reference: Right of Children to Free and Compulsory Education Act, 2009

Key Rights:
o Free education in government and aided schools
o 25% seats reserved in private schools for disadvantaged groups
o No capitation fees (admission donations)
o No screening for admission (no interviews/tests)
o No detention till Class 8 (no-fail policy)
o Basic infrastructure and qualified teachers are mandatory

Right Against Discrimination
• Article 14, 15 & 21A of Indian Constitution

Key Rights:
o No child can be denied admission based on religion, caste, gender, or disability
o Girls, minorities, and SC/ST/OBC children have equal rights in schools
o Disabled children have the right to inclusive education

Right to Transparent Fee Structure
• Supported by: Fee Regulation Acts (State-specific) + CBSE/ICSE rules

Key Rights:
o Parents must be informed of the entire fee structure in advance
o No hidden or forced charges (books, uniforms, transport, activities)
o Schools cannot increase fees arbitrarily without proper justification
o Some states like Maharashtra, Gujarat, and Delhi have Fee Regulation Committees

Right to Know School's Infrastructure & Qualification
• CBSE Affiliation Bye-Laws + RTE Norms

Key Rights:
o Parents can ask for school’s teacher qualifications
o Parents can request building safety and fire compliance certificates
o Information about labs, libraries, toilets, CCTV, and staff must be public

Right to Participate in School Affairs
• CBSE Guidelines & Local Acts

Key Rights:>
o Parents have the right to be part of the School Management Committee (SMC) in government schools
o Private schools must listen to parent feedback and hold PTMs
o Parents can form registered associations to raise collective concerns

Right to Safety and Dignity
• Juvenile Justice Act 2015 + POCSO Act 2012

Key Rights:
o No child can be mentally or physically harassed or abused
o Corporal punishment is banned in all schools (RTE Sec 17)
o Schools must have a child protection policy and internal complaint mechanisms
o CCTV and secure transport are required for student safety

Right to Information (RTI Act, 2005)
• Applies to: Government schools, aided schools, education departments

Key Rights:
o Parents can file RTI to know:
o School trust audit reports
o Teacher salaries
o Funds received
o Infrastructure conditions
o RTE admission data

Right to Choose Education Medium and School
• Freedom of Choice – Constitutionally protected

Key Rights:
o Parents have the right to choose any school for their child
o Schools cannot force students to shift or demand transfer fees illegally
o No child can be forced to learn in a language not understood by them (especially in early grades)

Right to Complaint and Appeal
• Every Board (CBSE, ICSE, State) + DEO offices

Key Rights:
o Parents can file a complaint with:
o District Education Officer (DEO)
o State Education Regulatory Authority
o School Board (CBSE/ICSE)
o State Commission for Protection of Child Rights (SCPCR)
o National Commission for Protection of Child Rights (NCPCR)

Right to Equal Digital Access (Emerging Right)
• As per NEP 2020 + Supreme Court Observation (2021)

Key Rights:
o Digital education access is now considered a basic requirement
o Schools should not discriminate against students for lack of gadgets
o Some states offer free tablets/laptops/internet to poor students
